indonesia berkarakter

Poverty?

KEMISKINAN DIPERANGI ATAU DIPELIHARA?

Banyak kalangan memandang kemiskinan adalah suatu malapetaka, dan karenanya pemerintah menjadikan pengentasan kemiskinan merupakan kebijakan dan program strategis untuk dilaksanakan,semenjak kemerdekaan hingga 65 tahun usianya kini. Mengapa kemiskinan menjadi isu penting dan strategis? Ternyata tidak semua kalangan menghendaki kemiskinan hilang dari bumi ini,dan sudah menjadi hukum alamnya kemiskinan sudah ada sejak jaman purba hingga kini,hanya mungkin kuantitasnya yang mengalami pasang surut.
Mengapa kemiskinan tetap ada dan tidak hilang? Pertanyaan ini menjadi sebuah “joke” yang apabila ditelaah tentu melahirkan tawa bersama.Kalau kita mau jujur, mengapa kemiskinan tetap ada walaupun berbagai kebijakan dan program telah banyak diregulasikan, ternyata tidak semua menginginkan kemiskinan tersebut lenyap.
Kemiskinan oleh mereka perlu dipelihara, mengapa? Paling tidak ada 3 (tiga) alasan mendasar kemiskinan perlu dipelihara, dan kalaupun harus dikurangi…okelah tidak apa-apa, tapi jangan sampai hilang…singkatnya, janganlah masyarakat sejahtera semua, selalu saja ada yang dikategorikan “orang miskin”, yaitu :
Pertama, Kemiskinan merupakan komuditi ekonomi yang layak jual, Lihatlah masa pilkada, banyak kandidat berkampanye untuk mewujudkan kesejahteraan dan memberantas kemiskinan, banyak program gratis dikumandangkan, keberpihakan pada orang miskin dijual, layaknya menjual kecap baru yang lezat dan “memabukkan”, tujuannya agar “orang miskin” pada akhirnya memilih si calon, yang ironisnya memang pada suatu wilayah orang yang berkategori miskin atau mereka yang dengan kesadarannya disebutkan “miskin” jumlahnya bisa lebih dari separuh penduduk setempat, dengan kata lain, menarik simpati orang miskin dengan kebijakan dan program kemiskinan pada akhirnya menjadi kartu truf agar si calon terpilih sebagai orang no.1 di daerah dimaksud. Artinya si calon menjual kemiskinan untuk kekuasaan, dalam perspektif ini kemiskinan merupakan sebuah komuditi yang layak jual, demi sebuah kekuasaan.
Kedua, Orang miskin ternyata merupakan tenaga kerja yang murah. Dalam perspektif ekonomi, sebuah produksi tentu membutuhkan sumber daya manusia. Dengan memanfaatkan tenaga orang miskin yang memang melimpah, dan mereka bersedia dibayar murah ternyata berkontribusi bagi langgengnya kemiskinan. Hubungan saling menghisap yang tidak berkeadilan tersebut ternyata terjadi tidak saja di kalangan dunia usaha yang memiliki UMR-(yang oleh kalangan pekerja selalu dikatakan tidak cukup) tetapi perusahaan selalu untung, tetapi juga terjadi di kalangan masyarakat, dimana orang miskin menjadi orang suruhan kalangan berpunya, untuk mengerjakan suatu kegiatan produksi dan jasa dengan bayaran yang sangat kecil.
Ketiga, Orang miskin mudah dimobilisasi, dipolitisasi dan dimanfaatkan oleh orang-orang yang ingin mengambil keuntungan terhadap suatu kegiatan di masyarakat, bahkan untuk kegiatan kejahatan sekalipun. Si miskin mendapatkan uang dari kegiatan tersebut, sementara si empunnya duit, berusaha memanfaatkan kemiskinan untuk mencapai sesuatu, sehingga jangan heran orang miskin banyak terjerat tindak kejahatan dan penyakit sosial lainnya tanpa disadari dan dikehendakinya.
Kita semua tentu sepakat, memberantas kemiskinan tentu tidak mudah, tetapi mewujudkan masyarakat yang hidup layak dan berkeadilan adalah cita-cita bersama yang harus diwujudkan, melalui kerja keras secara bersama-sama, kita berusaha mewujudkan masyarakat yang hidup layak dan berkeadilan, Insya Allah…(Penulis pemerhati pembangunan sosial)
